QUESTION: We have Madame Secretary of State Condoleezza Rice on the line, and last time we spoke was last summer and you were confident then that the UN was going to really get tough on Iran. It didn't happen until last week. Why the delay with Iran? Why is the world not being tougher on this country? SECRETARY RICE: Well, we've actually had two Security Council resolutions on Iran and I think they've gotten progressively tougher. But what we've really been able to do, Bill, is to use those Security Council resolutions to allow what I would call collateral effects on the Iranian economy, meaning that those Chapter 7 resolutions which puts Iran in very bad company has made people think twice about investment. We know that the number of export credits that they're getting is going down.

[BRIEFING.COM] Stocks continue to trade sideways around the unchanged mark as investors anxiously wait to get a better look at the earnings picture. It's no secret that slower economic growth and tougher comparisons after several strong years of earnings are likely to snap 14 straight quarters of double-digit profit growth for the S&P 500. However, the possibility that guidance may be extremely cautious is also stalling momentum ahead of Alcoa's (AA 35.08 +0.21) report tonight. It is worth noting that if it weren't for a 1.6% advance in fellow Dow component Citigroup (C 52.41 +0.83), which currently accounts for more than six Dow points, the price-weighted index would still be in negative territory and in jeopardy of seeing a seven-day winning streak come to an end. Citigroup is trading higher amid reports of a possible major restructuring announcement.
Change in attitudes essential to attract mega investors ...
COLOMBO: Enterprise Development and Investment Promotion Minister Dr. Sarath Amunugama called for a total change in the attitudes at the Board of Investment to attract more mega investments to the country. Dr. Amunugama said the BOI was on track to attract US$ 4 billion worth of investments in several fields. Speaking at the opening of a new unit for mega projects at the BOI, Minister Amunugama said: I think for a long time, there have been proposals that the BOI should go for rather high investment areas and to give a customised service to those mega investors. Originally when the BOI was started, there were only mega investors. But over a period of time, the services of BOI were expanded, but expanded, probably, in the wrong direction. The emphasis was moved away from mega investment to facilitating and offering tax benefits to, I would say, marginal or questionable enterprises.
