When Henry Paulson, Secretary of the Treasury, begins harping on Congress to raise the national debt ceiling, the democrats will have the unique opportunity to do exactly what the republicans did to them in the latter months of 1995 refuse to raise the debt limit. Recall the time when Newt Gingrich had a contract with America in his pocket and he and Bob Dole stood before the nation claiming they would bankrupt the country unless the democrats agreed to balance the budget. Without the ability to borrow, the government was shut down for almost two months. Nonessential employees were sent home until the democrats caved in. November 17,1997, we got a Balanced Budget Act that set the year 2003 as the time the government would be able to limit spending to tax receipts. This all blew away in the dust of 9/11, but the principle is still there.

The IFIs and the UN Development Programme (UNDP) have contrasting views on how to increase fiscal space, meaning how to enable governments to spend and invest more. The core of the disagreement is how fiscal space should be viewed. The UNDP views increasing fiscal space as a means to combat poverty and achieve the Millennium Development Goals (MDGs), so that any assessment of fiscal space would start with calculating the resources necessary to meet the MDGs. The IFIs generally start by analysing the resources already available and then calculate fiscal space. The biggest areas of concern in increasing fiscal space are inflation management; infrastructure expenditure; the impacts of trade liberalisation; and the use of public-private partnerships. Why now? A fiscal space storm In March 2004, presidents Lula of Brazil and Kirchner of Argentina met and signed the Copacabana Act, which calls for high-level cooperation in financing infrastructure.

The U.S. currency snapped three days of gains against the yen after China's government said seeking intervention by the Geneva-based arbiter over copyright piracy will ``severely damage'' trade relations. China may reduce purchases of U.S. assets with its $1 trillion of currency reserves, said a senior foreign-exchange trader at Mizuho Corporate Bank Ltd. in Sydney. ``The protectionist attitude of the U.S. is a downside risk for global growth and will hurt the dollar,'' said Kapasakis. ``China may turn around and say `if you hurt our economy, we will hurt yours by withdrawing liquidity.'''
